गुन्हेगारी रोखण्यासाठी मी काय करू शकतो?

गुन्हेगारी रोखण्यासाठी मी काय करू शकतो?

होय. 'आपण काय करू शकतो?' असे न लिहीता 'मी काय करू शकतो?' असे शीर्षक मुद्दामच दिले आहे. याचे कारण मी वाचलेली एक जुनी गोष्ट. या गोष्टीत एक राजा त्याच्या जनतेला एक दिवसात एक मोठा हौद दुधाने भरण्यास सांगतो. यासाठी सर्वांनी फक्त एक, एक हंडाभर दूध त्या हौदात टाकायचे असे ठरते. प्रत्येक जण असा विचार करतो की बाकीचे सर्वच जर एक, एक हंडाभर दूध टाकणार आहेत तर त्या हौदात मी एकट्याने एक हंडाभर दुधाऐवजी एक हंडाभर पाणी टाकल्याने असा कितीसा मोठा फरक पडणार आहे? अशा पद्धतीने सर्वांनीच विचार केल्याने संध्याकाळपर्यंत तो हौद दुधाऐवजी पाण्यानेच भरून जातो. तेव्हा एखाद्या समुहाला एखाद्या कार्याचे आवाहन केल्यास त्या कार्याचा कसा विचका होतो हे जाणून मी समूहातील प्रत्येक व्यक्तिला व्यक्तिश: आवाहन करीत आहे.

बरेचदा आपल्याला गैर व्यवहार रोखण्याचे उपाय माहित असतात कारण ते अतिशय साधे आणि सोपे असतात. अर्थात कळायला सोपे असले तरी अंमलात आणायला ते अनेकांना कठीणच नव्हे तर अगदी अशक्य सुद्धा वाटतात. उदाहरणार्थ भ्रष्टाचार रोखण्याचा अगदी साधा आणि सोपा मार्ग म्हणजे आपण त्यात सामील न होणे. पण हेच अनेकांना जमत नाही ते म्हणतात 'आम्हालाही काही लाच द्यायची हौस नाही पण क्षुल्लक रकमेकरीता भांडत बसायला कोणाला इथे वेळ आहे आणि शिवाय त्यापायी आपली महत्वाची कामे अडून राहतात ते निराळेच'. थोडक्यात काय तर उपाय नुसता माहिती असून काही फायदा नाही तो अंमलात आणायलाही तितकाच सोपा असायला हवा. आज मी तुम्हाला अशाच एका अंमलात आणायला सोप्या असणार्‍या उपायाची माहिती देणार आहे. अर्थात या उपायाने गुन्हेगारी पुर्णत: रोखली जाणार नसली तरीही निदान 'गुन्हेगारी रोखण्यातील पहिली पायरी' एवढे महत्व तरी या उपायाला निश्चितच आहे. तेव्हा हा उपाय अंमलात आणून तुम्ही गुन्हेगारी रोखण्यातला खारीचा वाटा नक्कीच उचलु शकता.

हा साधा सोपा उपाय मला सापडला तो भारताची आर्थिकच नव्हे तर गुन्हेगारी राजधानीदेखील असलेल्या मुंबई शहरात. पुर्वी ह्या शहरात आपले सार्‍यांचे आवडते श्री. प्रमोद नवलकर हे त्यांच्या हयातीत वेळी अवेळी फेरफटका मारून टेहळणी करीत आणि शहरातील समस्यांचा आढावा घेऊन त्यांना जाणवलेल्या अडचणी व त्यावर सापडलेले उपाय वाचकांपुढे समर्थपणे मांडत. त्यांच्या जाण्याने ही प्रथा जणु खंडितच झाली. पण त्यांच्या लेखांपासून प्रेरित होऊन हाती काही लागते का? याचा शोध घ्यावा म्हणून मीही मुंबईत असा फेरफटका मारला आणि काय आश्चर्य अगदी युरेका, युरेका ओरडावे अशा काही नवीन गोष्टी समोर आल्या. त्यापैकीच एक म्हणजे मुंबईतील भिकार्‍यांची समस्या.

आपल्याला हे ऐकून आश्चर्य वाटेल की आपल्यापैकी सर्वांनीच जर ह्या भिकार्‍यांना भीक घालणे बंद केले तरी गुन्हेगारीला मोठ्या प्रमाणात आळा बसेल. लोकल ट्रेन, बस, रस्ते, फुटपाथ, दुकाने व चौपाटीसारख्या ठिकाणी लोकांकडून रोज भिकार्‍यांना दिल्या जाणार्‍या रकमेचा एकूण ताळेबंद हा काही कोटींच्या घरात जातो हे अविश्वसनीय असले तरी सत्य आहे. आताच्या जमान्यात लोक भिकार्‍यांच्या थाळीत पुर्वीसारखे चार - आठ आणे न टाकता एक, दोन अथवा पाच रुपयांची नाणी सर्रास टाकतात. काही दुकानदारांच्याकडे तर येणार्‍या प्रत्येक भिकार्‍याला पाचचे नाणे अथवा दहाची नोट दिली जाते. दिवसभरात हे दुकानदार सरासरी पाचशे ते हजार रुपये भिकार्‍यांवर खर्च करतात. परदेशी पर्यटक व उच्चभ्रू यांचे कडे तर लहान नोटा व नाणी नसल्यामुळे त्यांच्याकडून अनेकदा भिकार्‍यांना शंभराच्या नोटांचादेखील लाभ होतो. मुंबईच्या वाढत्या लोकसंख्येमुळे भीक घालणार्‍यांच्या संख्येतही वाढ होत आहे. या संख्येने मिळणार्‍या रकमेला गुणल्यास प्रत्येक भिकारी सरासरी वीस ते तीस हजार रुपये महिना कमवितो. अर्थात हा सारा पैसा त्या भिकार्‍याचा राहत नाही. यातला किरकोळ भाग वजा जाता बाकी सारा मलिदा हा अंडरवर्ल्ड अर्थात गुन्हेगारी क्षेत्राला जाऊन मिळतो. (आणि यामुळेच इतकी सारी कमाई होऊनही भिकार्‍यांना पुन्हा भीकच मागावी लागते.)

भिकार्‍यांकडून गुन्हेगारांपर्यंत पैसा पोचण्याची काही कारणे खालीलप्रमाणे:-

भिकार्‍यांना बसण्यासाठी ज्या मोक्याच्या जागा हव्या असतात त्यांच्यावर 'दादा' लोकांचे राज्य असते त्यामुळे या दादांना त्यांचा वाटा देण्याशिवाय भिकार्‍यांना गत्यंतर नसते.
याशिवाय कुणालाही जन्मजात भीक मागण्याची आवड नसते. त्यांना तसे करण्यास लाचार बनविते त्यांची हतबल परिस्थिती. त्यामुळे आपण भीकेवर जगतो आहोत ही भावना त्यांना मनातून कुरतडत असते. यावर मात करण्यासाठी व निगरगट्ट बनण्यासाठी अनेक भिकारी अफू, चरस, गांजा आदी अंमली पदार्थांचे सेवन करतात. हे पदार्थ त्यांना गुन्हेगारांकडून अव्वाच्या सव्वा दराने विकले जातात.
अनेक लहान मुलांना गुन्हेगारी टोळ्यांमार्फतच जबरदस्तीने भीक मागण्यास लावले जाते. यासाठी त्यांना अंध, अपंगही बनविले जाते. साहजिकच त्यांना भीक म्हणुन मिळणारी रक्कम ह्या गुन्हेगारांच्याच ताब्यात जाते. त्याशिवाय यातील काही बालकांना त्यांचे वय वाढल्यावर गुन्हेगारी क्षेत्रात सामावुन घेतले जाते आणि भुरट्या चोर्‍या व खिसे कापण्यासारखे काही गुन्हे त्यांच्यामार्फत करुन घेतले जातात.
तेव्हा 'मी कुणालाही भीक देणार नाही' एवढा साधा नियम आपल्यापैकी प्रत्येकाने पाळला तरी गुन्हेगारांना मिळणारी मोठी रसद तोडली जाईल यात शंकाच नाही. याउप्परही आपल्याला एखाद्या भिकार्‍याची खुपच दया आल्यास त्याला आपल्यासोबत घेऊन काही अन्न खावयांस लावणे. भिकारी वयाने प्रौढ असल्यास त्याला एखादे काम द्यावे वा तो बालक असल्यास त्यास एखाद्या चांगल्या संस्थेत भरती करावे अथवा आपली ऐपत असल्यास रीतसर कायदेशीर सोपस्कार करून त्यास दत्तक घेऊन स्वत: सांभाळावे. परंतू हे शक्य नसल्यास औटघटकेचे औदार्य दाखवून त्यास भीक म्हणून रोख रक्कम कदापि देऊ नये. लक्षात ठेवा भिकार्‍याला भिकारी राहू न देणे हीच त्याच्यावर खर्‍या अर्थाने दया दाखवणे ठरते. याशिवाय आपण आजच्या एका बालकाला भीक मागण्यापासून परावृत्त करतो त्याचवेळी आपण उद्याचा एक गुन्हेगार घडण्यापासूनही थांबवित असतो.

अर्थात, ही एक छोटीशी पायरी आहे पण ज्यांना ही देखील ओलांडता येत नसेल ते पुढच्या पायर्‍या कशा ओलांडणार? ज्यांना यापुढे जाऊन काही करायचे असेल त्यांच्यासाठी:-

मी अजून काय करू शकतो?
मी कुठल्याही संघटनेशी संबंधित असेल, अंगी थोडेसे धाडस व सोबत इतरांचे पाठबळ असेल तर ह्या भिकार्‍यांवर गुपचूप नजर ठेऊन त्यांचे कुणाशी संबंध आहेत? ते कुणाशी आर्थिक व्यवहार करतात? या गोष्टींचा छडा लावून ही माहिती पोलिसांपर्यंत, माध्यमांपर्यंत पोचवू शकतो.
मी कुठल्याही माध्यमाशी (द्रुक / श्राव्य / मुद्रित, इत्यादी) संबंधित असेल तर या विचारांचा शक्य तितकी प्रसिद्धी देऊन जनजागृती करु शकतो.
वरील पैकी काहीच शक्य नसले तरी निदान माझ्या संपर्कातील इतरांना ही माहिती पुढे पाठवू शकतो.
"मग मी आता यापैकी काय करणार आहे?' हे ज्याने त्याने ठरवावे.
